Can I Delete Photos from iPhone, But Not iCloud?

The answer is YES!
Why cannot directly delete photos from iPhone without deleting from iCloud?

The truth is that you cannot actually delete pictures directly from your iPhone 7 but keep them in iCloud. 
If you turn on the "Download and keep originals" feature of iCloud Photo Library, photos deleted from the iPhone are also automatically deleted from iCloud.

To make the problem more confusing, you cannot delete photos from your iPhone or iCloud if "Optimize iPhone Storage" is on, as the photos are actually saved in iCloud. 

But you still can delete photos from iPhone but not iCloud, though it may be little more complex than simply deleting photos.
