How can I unlock iCloud on an iPhone if it is locked?

In this case, we can divide it into 2 situations:

1. Unlock iCloud Account on a Second-hand iPhone
For this case, you have 2 choices.
(1) Contact the previous owner to unlock the iCloud remotely, which is strongly recommended.
(2) If you cannot contact the previous owner, delete iCloud account from iPhone without passcode. I found the guide in How to Delete iCloud Account without Password on iPhone may be helpful for you.


2. Unlock iCloud Account on Your Own iPhone When Forgotten Password
You can reset a forgotten password, unlock your account, or recover an Apple ID from Apple's official site.
(1) Go to the appleid.apple.com site on your computer.
(2) Click on Forgot Apple ID or password?
(3) Type your iCloud email address and the code. Then hit "Continue".
(4) Then follow the instructions to find your password back.
